Chief Precious Osaro Ngelale was a Nigerian politician, businessman, and public servant who left an indelible mark on governance and economic development in Nigeria. A man of vision and action, he served as Minister of State for Water Resources and later as Minister of Commerce under President Olusegun Obasanjo’s administration. His contributions to water projects in Rivers State and his advocacy for the patronage of locally made goods earned him national recognition.
Birth
Precious Osaro Ngelale was born on October 10, 1951, in Eleme, Rivers State, Nigeria.
Education
Ngelale pursued higher education in the United States of America at the University of Wisconsin–Platteville, Wisconsin, where he studied between 1974–1978 and again from 1987–1988. He earned a Bachelor of Science degree in Computer Science, another B.Sc. in Business Administration, and later completed his Master of Science (M.Sc.) degree.
He also became a Fellow of The Life Management Institute of the United States of America, underscoring his commitment to continuous professional development.

Political and Working Life
Chief Ngelale’s career spanned both the private and public sectors:
- Chairman/Managing Director, Hotel Presidential, Port Harcourt
- General Manager, Rivers State Vegetable Oil Company
- Executive Director, Hacim (Nig.) Limited, an oil service company
- Computer Information Analyst, The Principal Financial Group, Des Moines, USA (1989–1994)
- Honourable Member, Rivers State House of Assembly (1983)
His political journey reflected Nigeria’s evolving party system:
- Member, National Party of Nigeria (NPN), 1980–1983
- Member, United Nigeria Congress Party (UNCP)
- Member, Peoples Democratic Party (PDP)
At the federal level, he held significant ministerial appointments:
- Minister of State for Water Resources (1999–2002) – During this period, Governor Peter Odili of Rivers State commended him for spearheading 65 water projects in the state.
- Minister of Commerce (2002–2003) – He championed a national campaign to promote “Made-in-Nigeria” goods, reinforcing his vision for local economic empowerment.
Private Life
In 1979, Precious Osaro Ngelale married Kobo Roseline Precious, and their union was blessed with four sons and two daughters. One of his sons, Ajuri Ngelale, followed in his father’s footsteps of public service and currently serves as the Presidential Spokesperson to President Bola Tinubu.
Chief Ngelale was also a man of faith and personal discipline. His hobbies included reading, Bible study, travelling, tennis, and keeping himself updated on current affairs.
